Imposta sostitutiva is the label Italy uses for several substitute levies, including the ordinary substitute tax on financial income and, for some movers, the optional lump-sum tax on foreign income. Imposta di registro is the registration tax on specified deeds, above all property transfers. IVIE and IVAFE are wealth-style levies for Italian tax residents on foreign assets. Mixing those labels is how a purchase in Tuscany is modelled with a neo-resident brochure.

This article is general information for families with Italian assets. It is not an Agenzia ruling, a mandate, or personalised advice. Rates, bases, and options depend on residence, on the deed, and on counsel who can read the Agenzia pages and the statute for the year of the transaction.

Italian substitute tax and imposta registro on the same map

Start with residence. An Italian tax resident is taxable on worldwide income and, subject to the rules, on foreign real estate and foreign financial assets through IVIE and IVAFE, with monitoring in quadro RW. A non-resident is generally taxable in Italy on Italian-source items and on Italian property, not on a global fortune. French-resident families who keep a Tuscan villa sit in the second camp for Italian income tax and in the first camp for French IFI, as in the IFI 2026 taxable-wealth inventory. The Italian purchase tax is still registro (or VAT) on the deed. The French wealth tax is still IFI on the brick. They do not cancel each other.

The Agenzia delle Entrate is the official desk. Financial substitute tax, IVIE, IVAFE, the neo-resident option, and registro each have their own schede. This note cites those pages and does not invent a 2026 “Italian family rate.”

Financial substitute tax on Italian-source income

For individuals, Italy often collects tax on capital income through a substitute tax (imposta sostitutiva) instead of ordinary IRPEF. Interest, many bond yields, and capital gains on financial instruments commonly sit at 26%, with specific statutes for government bonds and for qualified shareholdings. The Agenzia’s pages on substitute taxation and capital income are the place to confirm the category for the instrument in the year. Banks and intermediaries often withhold. Direct holdings, foreign brokers, and private companies do not always. A family that treats “26% on everything Italian” as a complete model will misprice government paper, will misprice a qualified exit, and will ignore IRPEF on rents and on business income.

Rental income from Italian property is not a 26% substitute-tax story for an individual in the ordinary regime. It is IRPEF, or a cedolare secca option where that regime remains available for the lease type. Company-level income is IRES, not the personal substitute tax. Holding charts that sit above Italian operating companies belong in a corporate file, including interest limitation of the kind discussed in ATAD interest limitation 2026 when the group is in a Member State that applies it. Substitute tax on financial income does not replace that ceiling.

IVIE and IVAFE: only for the Italian-resident side

IVIE is the tax on the value of real estate held abroad. It applies to Italian tax residents, not to a French resident’s Italian villa. The Agenzia’s IVIE base and rate page states that from 2024 the ordinary rate is 1.06% of the property’s value (it was 0.76% until 2023), with a 0.4% rate and a €200 deduction for a principal residence that would fall in cadastral categories A/1, A/8 or A/9 if it were in Italy. A €200 de minimis can remove the payment, not the RW monitoring. Foreign wealth taxes can be credited up to the Italian amount.

IVAFE is the tax on foreign financial assets. The same Agenzia family of schede states a rate of 2 per mille, and 4 per mille from 2024 for products held in jurisdictions with a privileged tax regime identified by the relevant decree. Again, this is an Italian-resident levy. A French-resident family holding an Italian securities account is not in IVAFE on that Italian account. It may be in Italian substitute tax on the income, and in French income tax and IFI according to French rules.

Monitoring is a third column

Quadro RW is monitoring, not a third wealth tax. Italian residents report foreign assets even when IVIE or IVAFE is nil. Neo-residents who validly opt for the foreign-income substitute tax are, as a rule, exempt from RW, IVIE, and IVAFE on foreign assets during the option, with nuances the Agenzia has flagged for some qualified shareholdings. Families who mix a mover’s brochure with a household that never left France will apply the wrong exemptions to the wrong person.

Imposta di registro on property transfers

Registro is due on specified deeds, including most purchases of existing Italian property from a private seller. The Agenzia’s guidance on registration tax, including the circular n. 2 of 14 March 2025 on imposta di registro, and the Tariff attached to the Testo unico of registration tax remain the source. In the ordinary published architecture, transfers of residential property that qualify as a first home are registered at 2%; other property transfers at 9%; agricultural land at 12%, in each case usually with fixed mortgage and cadastral taxes of €50 when registro is proportional. Purchases from a VAT-able builder follow VAT (often 4%, 10%, or 22% by building type) plus fixed registro, mortgage, and cadastral taxes, or proportional mortgage and cadastral taxes in stated cases. This article does not recast every footnote of the Tariff. It records the three-band structure families actually meet on a notarial deed, and it tells them to read the Agenzia scheda for the deed in front of them.

First-home relief is a statutory condition (nature of the buyer, cadastral category, timing of relocation), not a courtesy of the notaio. A non-resident buyer can sometimes qualify, and can fail. A company buyer is on a different line. Value is generally the cadastral-based valore catastale when the price-value rule applies to individuals buying buildings, which is why the deed price and the tax base can differ. Understatements that ignore that rule are a litigation file, not a saving.

The neo-resident substitute tax is a different file

Article 24-bis TUIR lets a person who transfers tax residence to Italy opt to pay a lump-sum substitute tax on foreign-source income instead of ordinary IRPEF on that income. Italian-source income remains ordinarily taxed. The Agenzia’s neo-resident option page is the official description. It states that the lump sum was €100,000 until 10 August 2024, then €200,000 per year for later options, and that the 2026 budget law raised the amount to €300,000 for individuals who transfer tax residence from 1 January 2026, with €50,000 for each family member to whom the option is extended (the previous family-member amount on that page is €25,000 for earlier cohorts). Duration remains up to fifteen years, with conditions on prior non-residence. This article reports those Agenzia figures. It does not turn them into a recommendation to move.

A family that already has Italian assets and is not moving does not pay 24-bis by owning a villa. Registro on a purchase, IMU on the property, and IRPEF or cedolare on rents remain the Italian property file. 24-bis is only for a person who becomes Italian-resident and opts. Confusing those two substitute taxes is the most expensive labelling error in this chapter.

IMU and the inventory a family office should keep

IMU is the municipal property tax on Italian real estate. Principal-residence exemptions exist with cadastral-category limits. Non-resident owners of second homes pay IMU. The comune’s delibera, not a national slogan, sets the rate inside statutory bands. A family-office inventory for Italian assets is therefore: who is tax-resident where; the list of Italian properties with cadastral data; the last deed and whether registro or VAT applied; IMU; the income regime on rents; Italian companies and financial accounts; whether anyone is an Italian resident who must run IVIE, IVAFE, and RW on the foreign side; whether anyone has opted under 24-bis.

Vellum Finance does not replace the notaio or the commercialista. The Vellum Finance services model is fee-only mapping so that French IFI, Italian registro, and Italian income tax are not modelled as a single European average. The 2026 output is a schedule of Italian titles, taxes already paid on transfer, and the residence of each holder.

Conclusion

Italian substitute tax and imposta di registro are neighbouring tools, not synonyms. Financial substitute tax typically collects capital income at the published personal rates, often 26% for ordinary financial income. Registro (or VAT) collects the transfer tax on Italian property, commonly 2%, 9%, or 12% on the Tariff’s main bands. IVIE at 1.06% from 2024 and IVAFE at 2 per mille (4 per mille in listed privileged jurisdictions) are Italian-resident levies on foreign assets. The neo-resident lump sum is an option for movers, with Agenzia figures that changed in 2024 and again for transfers from 2026. Read the Agenzia schede, keep residence and the deed on two lines, and let Italian counsel apply the Tariff to the act in front of the family.

Discretion. Stability.
